Tama is where the Shinsengumi were founded. I saw their flag in a historical TV drama a year or two ago--we do not yet have it on FOTW. It was horizontally divided dark plum red and white with a serrated border, like the flag of Qatar, and with a large golden character on the red part--I think it was said to mean "Integrity"

: Sinsengumi was founded in 1863 in Kyoto but its famous vice captain Toshizo Hijikata was born in Hino city Tokyo close to Tama city. The flag of Shinsengumi was red with "Sincerity" kanji Makoto 誠 in white letters in the center and a white serrated border in lower part. The flag proportion was 4:3.

I applied a perspective-correction on the flag photo you sent and came back with roughly 5:3. Also, with 3:4 there would barely be room for the serration and the kanji.
